General Information

Since 1870, the Virginia Constitution has required that the post of Treasurer be an elected office, making the local Treasurer accountable directly to the citizens.

The Treasurer is the chief financial officer of the county and is responsible for collecting revenues in the form of taxes and fees. These revenues include:

  • Real estate taxes

  • Personal property taxes

  • License taxes

  • Permit fees

  • State income taxes

  • Court, sheriff and clerk fees

Real Estate Taxes

The Code of Virginia, 1950, as amended, provides for the assessment and collection of real estate taxes based on fair market value established by the governing body each year.

Real estate taxes are due twice a year on June 15th and November 15th. A late payment penalty of 10% is added the day following the due date with interest accruing at 10% per year. Any payment postmarked before the deadline will be accepted without penalty, To ensure timely payment it is recommended that all mailed remittances are hand canceled by a Postal employee. Failure to receive a tax bill will not relieve the penalty and interest charges that will be applied to all past due bills. Assessment questions should be directed to the Commissioner of Revenue. Real estate bills are mailed in the name of the property owner as of January 1 of each year. If you receive a bill for property that you have sold during the year, please forward the bill to the current owner. Real estate tax bills that are requested by a mortgage company are sent directly to the mortgage company. If you receive a real estate tax bill that your mortgage company should be paying, you should forward the bill to your mortgage company.

Personal Property Taxes

Personal property taxes are due once a year on November 15th. Personal Property tax for Cumberland County is filed on Form 762, Return of Tangible Personal Property. All residents and businesses within the County on January 1, must file a personal property return with the Commissioner of Revenueís office on or before March 1st to avoid a 10% late filing fee imposed by ordinance. Individuals must declare all vehicles , motorcycles, recreational vehicles, boats, trailers, campers, planes and mobile homes.

Only those individuals and businesses located in Cumberland County as of January 1 (of the tax year) will be taxed. If you move out of Cumberland County after January 1 ( of the tax year) you will be liable for the full year tax to Cumberland County since Cumberland County does not prorate personal property taxes.

Vehicle License Tax

Beginning March 16, 2007, Cumberland County no longer requires County decals to be displayed on vehicles and motorcycles registered within the County.† Instead, the vehicle license tax will appear on the Personal Property tax bill and is due on November 15th.† The vehicle license tax will be charged for each vehicle that is registered in the County on January 1st of that tax year.

The vehicle license tax amounts are as follows:

Trucks (over 10,000 Gross Weight) $39.00

Vehicles registered with National Guard or Farm Use tags may be eligible for reduced rates; however, the registration form must be presented for verification.

Dog Licenses

The County of Cumberland requires that all dogs four (4) months old and older be licensed. Owners who purchased a dog tag for the prior year will receive a renewal form on or around November 1st of each year. If the rabies vaccination has expired or no renewal form was received, the current vaccination certificate which has been signed by a veterinarian must be presented at the time of purchase. Dog tags go on sale November 1st of each year and are required to be purchased by January 31st.

Single Dog Tag - $4.00

10 Dog Kennel* - $30.00

20 Dog Kennel* - $40.00

30 Dog Kennel* - $50.00

*To purchase kennel tags the purchaser must present, each year, valid rabies certificates for each dog.

Where to Pay

Cumberland County accepts payments in person or by mail at: P.O. Box 28 Cumberland, VA 23040. Payments are accepted in the form of cash, check or money order. Payments that are postmarked on or before the due date will be considered timely.

Real estate and personal property taxes for the exact amount printed on the bill can also be paid at Central Virginia Bank (CVB) Cumberland, Cartersville, Powhatan and Flat Rock locations.

The Treasurerís Office also has an outside drop box located at the eastern entrance of the Administrative Building for after hour payments.

Prepayment of taxes may be made monthly, quarterly or semi-annually. If you are interested in making prepayments, please contact the Treasurerís office.

Credit/Debit Card Payments

Taxes may be paid by credit card or debit card using one of the following convenient methods:

In person: Taxes may be paid with a debit card at the Treasurerís office (Visa, Mastercard or Discover).

By telephone: If you wish to make a payment with your credit card over the phone, please call our office at (804)492-4297. There is a nominal fee for credit cards.
